Stockiel "Stocking" Anarchy[5] (アナーキー・ストッキング Anākī Sutokkingu, Anarchy Stocking) is the titular co-protagonist of the Panty & Stocking with Garterbelt series. She is an angel, the younger sister of Panty,[6] the youngest daughter and princess of Heaven's rulers Linière and Silk, and a ghost-hunter who made her debut in "Excretion Without Honor and Humanity." She is able to transform her two stockings into twin katana blades named Stripes I & II.
In the future, Stocking takes Garterbelt's role as the reverend of the church in the wake of his death and became the caretakers of Junior and Bastard.

Stocking is of moderate height and buxom figure compared to Panty's slightly slimmer torso. She has pale skin and long dark-blue hair with a pink underside which reaches knee length. It is styled in a hime-cut and features some pink stripes on the bangs, along with a blue bow adorned at the back of her hair and dark blue nail polish. From the second season onward, her hair is graduated and fades from pink to purple. The color of the bottom stripes of Stocking's hair were also changed from pink to purple and her blue to a bluish indigo. Her eyes have teal irises and prominent, triangular lower eyelashes. In a Q&A, it is stated she may have the trademark Royal Lightning motif elsewhere on her body. Where that could be, no one knows, since we've seen her fully nude.
Outfits
Stocking dresses in a dark-colored, gothic Lolita style. In her human form, she wears a black short dress with puffy sleeves and a white laced underside underneath the dress, she wears a white collared blouse with a blue western bow-tie, along with a large blue bow which is tied backwards around her waist. She also wears blue-black striped stockings and a pair of black loafers.
In her previous angel form seen in the first season, she wears a white dress with baby blue horizontal stripes, featuring a layered, ruffled skirt trimmed with lace that gives it a soft, floaty look. The bodice has a corset-like design made of silver metallic fabric, detailed with light blue frill trim, and a white bow is tied at the back. A blue heart sits at the centre of her chest, surrounded by two silver straps that cross over her shoulders. A silver strap is wrapped around her upper chest, and her waist is adorned with two more blue hearts, each accented with ribbon bows.
Beneath the dress, she wears blue-and-white striped stockings, cut at the bottom like leg warmers. Her footwear consists of silver open-toed high heels with silver cross-shaped straps across the top of the foot. At the back of her head, she wears her usual blue bow, along with a silver choker decorated with light blue frills. On each wrist, she wears two silver bracelets, and long white sleeves extend from silver rings on her middle fingers to silver armbands resting on her upper arms. Like Panty, she has small, white cherub wings on her back.
In her new angel form, introduced in "The Brothers from Heaven," she wears a frilly, cropped white blouse with puffed sleeves and a heart-shaped chest cutout, accented with bright blue heart motifs and delicate frills. A short, layered frilly skirt with two blue heart bows and long trailing ribbons at the waist is secured by a silver belt-like strap. She wears blue-and-white striped thigh-high stockings styled like a garter belt, each adorned with a heart, and silver open-toed high heels with cross-shaped straps and small wings at the ankles.
Accessories include a silver Civic Crown headband with a blue heart gem and her usual bow, a silver frilled choker, and gloves with frills extending from the middle rings, connected behind her back to a blue heart gem with cascading ribbons. Large white angel wings complete the playful, striking look, unified by the recurring blue heart motifs.

Stocking's defining trait is her love of sweet foods. Similar to her sister Panty's obsession with sex, Stocking often has a compulsive need for sweet snacks, mainly cakes and pastries. Her persistent eating habits have drawn criticism from Panty, Scanty, and Kneesocks, but Stocking usually excuses it with her claim that her fat goes to her breasts. After Diet Syndrome, Stocking doesn't fret as much over a few extra pounds, but will diet if she puts on too much, as seen in Independence Dick. Stocking hates spicy food just as much as Panty hates sweets (although the latter will still eat the former's sweets if bored enough).
Stocking is typically a level-headed and reserved person, especially compared to Panty, and rarely lets her love for sweets get in the way of her Ghost-hunting duties, which is why she was allowed reentry into Heaven unlike Panty. She may be the smartest of the Anarchy sisters, something that even Panty admitted in "Nothing to Room," (English Dub line, not canon) not that that is a high bar, though Brief makes reference in Daten City President to her being reasonably intelligent. She also typically is first to pick up on things, such as figuring out what's up with Barbie's bees, realizing they should check the kitchen, and noticing something is off even during a heated argument.
As the younger sister, she has a bit of a complex about being too much like Panty, though when she gets caught up in her sister's antics she is a lot more like her than she wants to present. You can see both sides of this in Nothing to Room where in the same episode she mentions not going all the way with a date, regretting it, and later on being excited and willing to join Panty in a "fucking big fuck-fest".
Although she cleans her room much more than Panty, since the Demon sisters moved in she prefers to leave cleaning to the house maidens. She is also quite snarky and possesses a cynical demeanor. While typically less rambunctious than her sister, Stocking is quite emotionally sensitive, tending to lash out at others and/or cry when she is overwhelmingly upset (a trait she shares with Kneesocks).

Stocking isn't as sexually active as Panty and her tastes in men are much different, as she has fallen in love with an utterly shameless and dirty Ghost and a man with scissors for hands. Rather than one-night stands, she seeks a long-term relationship. While Stocking disapproves of Panty's sex-filled lifestyle, she is also shown to have her own sexual desires, especially that of masochism and BDSM. Along with owning several dildos, Stocking is turned on by being entangled and electrocuted. Though her masochistic tendencies are mostly off-screen in the second season, she is seen excitedly holding a buttplug in Gunsmith Bitch's store and is likely the one responsible for the kinkier toys in their gift bag. Stocking (as well as the others) also gained immense sexual pleasure, which she claimed feels better than sex, every time someone liked her Influenstagram posts in "Bitch Perfect." In Shoot For Yesterday!, when it is revealed that the girls' lust has been removed, Stocking remarks shocked that she had even given away her sweets to a beast. This implies a sexual component of her sweets consumption, or perhaps it is a way to keep her own sexual desires in check. In addition, she also owns a chair that automatically feeds her sweets.
Stocking adores small creatures and finds them to be very cute, such as the Cowpers, Vibe, and the offspring of Kaiju Garterbelt; ironically, all of these are Ghosts and having either a gothic or ugly-cute aesthetic. Being a goth girl, Stocking takes interest in dark, gothic aesthetics. Stocking owns plushies of Jack Skellington and Oogie Boogie (both from The Nightmare Before Christmas), Death Jr. (from the eponymous video game), Lenore (from Lenore, the Cute Little Dead Girl), Frankenweenie (from the eponymous film), and Anabelle (from Nightmares and Fairy Tales). In "Bitch Perfect," Stocking dressed up as Wednesday Addams for one of her Influenstagram posts. Stocking also seems to like using the Internet, regularly posting sweets on her blog and Influenstagram. Stocking is also shown to enjoy some movies as well, specifically a fictional Evil Dead sequel (Guts of a Ghost 4-DX), which she was heading to a cheer screening of at the end of Panty & Stocking: Homecoming and "Loser Hat".

Biography
Stocking in the first season.
Stockiel Anarchy was (possibly) born some 500 years ago as the second and youngest child of Linière and Silk, both of whom serve as the King and Queen of Heaven, respectively. Stocking and her older sister Panty were kicked out of Heaven after Stocking turned a blind eye to Panty having sex with her then-boyfriend on their parents' bed.[7] As a form of punishment, they were both sent to live at the Cemetery Hills Church with a priest Garterbelt in Daten City, a city on Earth, and forced to kill the Ghosts that roamed the city. Once they earned enough Heaven Coins from the Ghosts they killed, they would be able to return to Heaven. Stocking quickly became homesick, so Garterbelt created a kitty doll named Honekoneko to lift her spirits; she has always carried the doll ever since, referring to it as her "best friend."
Stocking gradually grew accustomed to living in Daten City, particularly taking a liking to the sweet shops around the city, and assisted Panty in their efforts of killing Ghosts. She and Panty also regularly faced off against their demon counterparts, Scanty and Kneesocks Daemon, who both took Panty and Stocking's spots as the queens of Daten City High School while they fought Ghosts elsewhere. The Daemon sisters were revealed to be behind the production of Ghosts in "Les Diaboliques," and tried numerous times to kill the Anarchy sisters with no success.
By "Panty + Brief," the Anarchy sisters finally completed their quota of Heaven Coins; however, only Stocking was allowed to return to Heaven because she had earned most of their coins while Panty slacked off, instead focusing on having sex with earthly men. As the city's mayor Corset attempted to open Hell's Gate with Brief's penis, Stocking descended to Daten City once again to help defend Panty in "Bitch Girls." The Anarchy sisters fended off the Other Gods, a massive penis-shaped Ghost unleashed from Hell, and used their Ultimate Weapon to kill Corset once and for all, but accidentally shot the sky instead. The shot summoned their mother, who promptly stomped on Corset and the Other Gods, seemingly killing them both. Upon reflecting on the damage they cause, the Anarchy sisters accepted that they would probably be staying in Daten City for a while.
Stocking as a Ghost.
As normalcy seemed to return to Daten City and the main cast traveled back to the church, a micro-Corset hopped into Stocking's ear and began brainwashing her into thinking she was a demon. The brainwashing succeeded, and Stocking sliced Panty into 666 pieces and claimed that she was a demon the whole time. She and Corset walked off to Oten City, leaving a trail of the 666 pieces of Panty behind for Brief, Garterbelt, Chuck, and the Daemon sisters to collect in order to resurrect her. Meanwhile, in "Panty and Stocking: Homecoming," Corset attempted to ensure that Stocking would stay evil by spawning multiple micro-Corsets, which whispered malicious thoughts in her ear. However, this backfired on Corset, as Stocking transformed into a massive Ghost which terrorized the city and didn't follow his orders. Stocking eventually shed her ghost form during her brawl with Panty and welcomed the Daemon sisters to move into the church with them.
Stocking in the second season.
During the incident, a multitude of Ghosts slipped into Daten City through the open Hell's Gate; as a result, the Heaven Coins that Panty and Stocking had earned plummeted in value. The Anarchy sisters were thus forced to work together with the Daemon sisters in bringing the Ghosts back to Hell and earning enough coins to return to their respective homes. Unwilling to let go of their rivalry, the pairs of sisters instead competed against each other to see who could earn their coins first. However, they still managed to defeat many Ghosts together and even grew friendly with one another (e.g. Stocking and Scanty in "Project S: The Worst Ever Dojo"). The four girls also sometimes battled the Anarchy sisters' younger cousins, Polyester and Polyurethane.
Stocking, along with the other church residents, anticipated their vacation to Lingerie Land on New Year's Day, but were forced to go to Heaven instead when Panty and Stocking's parents requested that they visit in "Heaven Wars Episode 1 - The Family Menace." To the Anarchy sisters' disgust, however, they learned that Linière and Silk wanted them to replace them as the rulers of Heaven due to their recent scandals. They planned to leave before being caught in the middle of a coup d'état orchestrated by their uncle Ramie, who entrapped Garterbelt and the Daemon sisters in blue boxes and reduced Linière and Silk to white powder. After being trapped in blue boxes themselves in "Heaven Wars Episode 2 - Attack of the Uncle," the Anarchy sisters and the other church residents spectated as Ramie created the Divine Heavenly Weapon with which he planned to destroy both Hell and Earth. When the others are threatened by the Poly Brothers, Panty and Stocking demanded that they try to kill them instead of Scanty and Kneesocks; however, the Daemon sisters mock the normally selfish angels for trying to act cool, which leads to the four girls fighting and Garterbelt and the Daemon sisters being knocked out of Heaven. With no one left to save them, Panty and Stocking's bodies were both completely frozen.
Stocking as a priest.
By "Heaven Wars Episode 3 - Revenge of the Bitch," all of the other church residents made their way into Heaven to save Panty and Stocking, including Brief, who previously wasn't let in because Panty had labeled him "just a Geek Boy" to the guards of Heaven's Border. He was shot several times by Ramie, but still stood his ground and insisted that Ramie would never lay a finger on Panty and Stocking. This speech awakened the Anarchy sisters, who both repeatedly poked Ramie while still frozen. Polyester and Polyurethane shot them, but this instead freed them from their frozen state. At this point, Garter remarks that both she and her sister had been touched by death and reborn on Earth, and circumstances imply the two of them are at least partially immune to Heavenly Weapons as a result. They then worked with Garterbelt, the Daemon sisters, Brief, Chuck, and Fastener in thwarting Ramie's plan with their own Armed Fuck Gun, provided to them by Gunsmith Bitch, which they did successfully. At Lingerie Land, Stocking, along with Scanty and Kneesocks, was happy to see Brief finally confess his love to Panty. They were all horrified, however, when the King of Hell appeared to grab the new couple into Hell. Garterbelt subsequently keeled over and died.
Several years (presumably 15~16ish at least) later, Stocking, now going by Miss Stockiel, assumed Garterbelt's role as the reverend of the Cemetery Hills Church and acted as the caretaker of Panty and Brief's son Junior and a demon named Bastard. She sent them on a new mission after receiving a heavenly mandate reading "Hell."
Criminal record

Stocking has been arrested in "1 Angry Ghost" and "Longest Bitch Yard". Even though Stocking isn't as problematic as her older sister Panty she did have some crimes on her rap sheet.
- Animal abuse - Stocking has stomped on, strangled, stabbed, kicked, and thrown Chuck countless times throughout the series.
- Battery - Stocking has fought with Panty (though these were just petty squabbles) and punched Brief numerous times. She also fought with Kneesocks in "Longest Bitch Yard", though Kneesocks kicked her in the head first. During a riot in "HELP! We are Angels", Stocking bashed a fan right in the head with her guitar for climbing on the stage. In "Shoot for Yesterday!", Stocking punched Baywatcher, causing him to crash into a nurse's apartment and temporarily lose his memory.
- Bitch Violation of Bitch Highway Bitch Traffic Law and Running a Red Light - Stocking's charges for her arrest in "Longest Bitch Yard".
- Extortion - In "Daten City President", Stocking threatened to kill the President of Business unless he dropped out of the election. However, this can be excused because the president was a ghost.
- Frame-up - In "Bitch Girls 4 Life", Stocking, along with Panty, Scanty, Kneesocks, and Garterbelt, solely blamed Brief for the fire that caused Pancake Guy to explode, even though Panty was largely responsible.
- Hit and run - In "Catfight Club", Stocking ran over Brief and two other boys. In "Mutant Garterbelts", Stocking ran over Brief again.
- Murder - In "1 Angry Ghost", she and Panty were put on trial for supposedly murdering an innocent ghost, though they were acquitted after it was later discovered that the ghost's wife was actually responsible. In "Bitch Girls: 2 Bitch", Stocking murdered Panty, though she only did this because she was brainwashed by Corset, which may count as coercion.
- Reckless Driving (and numerous other traffic violations) - The entire chase scene with Crazy Crazy Cabbie.
- Vandalism - In "The Stripping", Panty and Stocking painted themselves on a man's car without his consent.
Abilities
Natural abilities
- Angelic transformation - As an angel, she is able to transform into her angel mode using her halo.
- Flight - Like any other angel, she can use her wings to get around by flying. Although, she and Panty appear to only be able while transformed.
- Effect nullification - As seen in the episode "Trans-homers", Panty and Stocking have both shown the ability to nullify any effects given to their physical appearance by transforming into their angel form; however, it has only been only proven to nullify the effects of them becoming robots.
- Transformable garments - to prepare for battle, Stocking removes her stockings, to which she can transform into a pair of katanas. They are known as Stripes I & II, and can be attached at the base of the hilt. It's safe to assume she can form other blades as well, considering the range of weaponry at Panty's disposal. Stripes I & II are able to hurt any spiritual being, such as angels, demons and ghosts.
- Immortality - As she reveals in "Catfight Club", Stocking has waited at least 500 years in line to but a Jean-Paul Heaven pudding, making her and Panty at the very least 500 years old chronologically (possibly exaggeration, specifically she claims "it is said" to have a 500 year waiting list).
- Regeneration - During her brawl with Panty in "Bitch Girls: 2 Bitch" she is able to regenerate parts of herself after being injured by her own weapon.
- Good Luck - In "The Stripping", she and Panty were able to win upwards of 3 million Daten City dollars each at a casino, which was only thwarted through the Daemon Sisters' cheating. It seems to only work on true random chance, as she is unable to win a single Rock Paper Scissors game.
- Enhanced durability - As an angel, she has a higher tolerance to physical injuries compared to the average human.
Skillset
- Swordsmanship - Stocking displays a supernatural proficiency with her katanas. This includes the ability to spin the blades fast enough to effortlessly deflect bullets, the ability to send out razor-sharp slicing waves by swinging her weapons, and the ability to spin like a top with her swords extended to damage everyone around her. It has been stated by Garterbelt that, contrarily to her sister, she emphasizes skill over power.

- Agility/Athleticism - As shown throughout the fight sequences in the series, she has exceptional agility and reflexes.

- Stocking's appearance and theme may be based off of Marie from Marie & Gali. Like Stocking, Marie is also a girl who enjoys food, has a plushie animal and wears Gothic Lolita styled clothing. She also bears a resemblance to Feli from Sega's Puyo Puyo series.
- Stocking was originally set to have a much flatter chest and wear a tie.
- Stocking's age isn't specified, but it is implied in "Catfight Club" that she is possibly over 500 years old.
- She is at least younger than 666, as she remarks Kneesocks is a granny.
- As revealed in the Neverending Streaming covering the episode "Independence Dick", the Poly Brothers (this also extending to their cousins, Panty and Stocking, as well as to Scanty and Kneesocks) are "around Brief's age" because they "wanted to give him similarly-aged friends". However since Kneesocks is 666 actual years old, any of the rest's true ages are unknown
- In "Death Race 2010", Panty and Stocking's surname is revealed to be Anarchy, befitting the sisters, "anarchy" means "a state of disorder due to absence or nonrecognition of authority or other controlling systems."
- Though their real full names are revealed in The Angel Brothers Appear. Panty and Stocking being shortenings of Pantiel and Stockiel, and Anarchy possibly following from Tenshi to Angel.
- According to the creators, Stocking is meant to be “the perfect mix of Gothic Lolita and Sweet Lolita”. Although, most people just focus on her being gothic.
Panty and Stocking in Tengen Toppa Gurren Lagann
- Panty and Stocking make a cameo in the manga, Tengen Toppa Gurren Lagann.
- In the chapter, "Killing Me Hard", it is revealed that Panty and Stocking are atheists.

- There is a scene in "High School Nudical" in which Stocking slaps several girls' breasts similarly to how Panty was slapping several boys' penises, implying that Stocking may be bisexual.
- In the Manga Strip series, Stocking has sex with various male and female characters in different chapters, including her own sister, Panty. However, it is unknown if the Manga Strip series is canon to the anime.
- In either case that chapter is a What If similar to The Sex From Another World, as Panty and Stocking are strangers and it is set in the old west.
- On top of that, in Hole Guys, Brief mentions Stocking having crashed their anti-prom party the previous year, meaning he'd known of her for at least a year prior. The first season of the anime takes place over less than a year, meaning this couldn't have occurred.
- In the Manga Strip series, Stocking has sex with various male and female characters in different chapters, including her own sister, Panty. However, it is unknown if the Manga Strip series is canon to the anime.
- The girls seen in the music video for TeddyLoid's 2014 song, "ME!ME!ME!", have designs that are based off of Stocking. TeddyLoid was also the main producer for the Panty & Stocking with Garterbelt soundtrack albums.
- In the Ben 10: Omniverse episode, "Mystery, Incorporeal", one of Darkstar's cultists resembles Stocking.[8]
- The color palette of Windblade in Transformers: Shattered Glass is a reference to Stocking. This was likely done as a response to "Trans-homers", which has lots of references to the Transformers franchise.
- In her New Gads form, Stocking shares the same English VA as Ramie, the Turtle Ghost, as well as Baywatcher.
- In an interview with the Poly Brother's seiyuu (Junya Enoki and Yuro Uemura) for the spoon.2di magazine[9], when asked how they would interact with the Anarchy Sisters, the two responds saying they view the two as dangerous and that it would be better if they only hung out every six months or so, since they do not want to get roped into doing their housework and chores like how the Daemon Sisters were turned into live-in maids.
- The Takara Tomy 2026 rubber charms incorrectly has Stocking's highlights drawn on the inner side of her hair.
- According to the official PASWG x primaniacs Stocking-themed perfume, she smells like a mix of pomegranate, plum, vanilla, roses, amber, white cedar, and cotton candy.

- The Poly Brothers were designed with the facial structures of Panty and Stocking in mind, such as their upturned and downturned eyes respectively.
- They reveal that the original reason Panty and Stocking were sent to Earth to hunt ghosts as punishment was because Panty was caught having sex with her ex-boyfriend on their parents' bed while Stocking turned a blind eye to it.
- Physical-wise, the Anarchy Sisters are confirmed to be teenagers, adding this from a previous Neverending Streaming comment, also puts the Daemon Sisters and Poly Brothers around their/Brief's age.
- Based on the character popularity polls conducted by the event's official survey, Stocking ranked first as the fan favorite.
- During the Anime North 2026 panel featuring New Panty & Stocking, it is revealed that the "thunderbolt motif" (that Panty, Liniére, Ramie, and Junior have) is a symbol of the members of Heaven's royal family. They add on saying how Stocking "might have it, but (it) is probably somewhere else in her body".[10]
